WhatsApp accounts and Messaging accounts

The WhatsApp Business Platform uses two account types:
- A WhatsApp account (WAAC) holds a single business phone number and represents your business presence on WhatsApp.
- A Messaging account holds your message templates and billing details. Each partner you work with has its own Messaging account.
You need both to send and receive messages to and from WhatsApp users, and to create and manage templates. For a full explanation of the account model, including how existing accounts are migrated, see Updates to WhatsApp Business accounts.
There are several ways to create these accounts, which are described below. Once created, connect your phone number and set up a payment method.
Limitations
- The number of message templates a Messaging account can have is determined by its parent business portfolio. If the portfolio is unverified, each Messaging account is limited to 250 message templates. If the portfolio is verified and at least one of its WhatsApp accounts has a business phone number with an approved display name, each Messaging account can have up to 6,000. See Template limits for details.
- Each business phone number maps to one WhatsApp account. WhatsApp accounts can be linked together into a WhatsApp account hierarchy, letting you manage a collection of phone numbers as a group.
- Meta Business Accounts are initially limited to 2 registered business phone numbers per WhatsApp account hierarchy, but this limit can be increased to up to 20. See Registered Number Limits.
- Meta Business Accounts are initially limited to 20 WhatsApp account hierarchies.
- A WhatsApp account or a Messaging account must belong to only one business portfolio. You cannot have two or more portfolios owning the same account.
- A Messaging account’s time zone and currency cannot be edited once a line of credit has been attached to it. You cannot migrate a Messaging account from one business to another.
Create an account via the app dashboard
If you are going to be using Cloud API directly to send and receive messages, follow the steps in the Cloud API Get Started documentation. Once you have completed these steps, you will have a test WhatsApp account, a test Messaging account, and a test business number, and have access to the App Dashboard > WhatsApp > API Setup panel.
The API Setup panel allows you to add a production business phone number. This generates a WhatsApp account containing that number, along with a Messaging account for your templates and billing.
Create an account via a partner
If you are working with a partner who offers WhatsApp messaging services for you via the API, your partner will provide you with instructions. Typically this involves you completing the Embedded Signup flow, which gathers information about your business and generates a WhatsApp account and a Messaging account for you, then using your partner’s app to access your newly created accounts and related assets. See Onboarding changes for what the flow creates at each rollout phase.
See our Create your WhatsApp Business account with WhatsApp Business Solution Partners Help Center article for more information.
Create an account via Meta Business Suite
You can create accounts using Meta Business Suite. Use this method if you are working with a partner who provides WhatsApp messaging-related services via Meta Business Suite instead of Cloud API.
The Settings > Accounts panel lists WhatsApp accounts and Messaging accounts separately, and you create each one from its own panel.
Create a WhatsApp account
- Go to https://business.facebook.com/ and create a business portfolio, or sign into your existing account and select your existing portfolio if you already have one.
- Navigate to the Settings (gear icon) > Accounts > WhatsApp accounts panel.
- Click the blue +Add button and in the dropdown menu select Create a new WhatsApp account.
- In the window that appears, complete the flow.
Create a Messaging account
- Go to https://business.facebook.com/ and create a business portfolio, or sign into your existing account and select your existing portfolio if you already have one.
- Navigate to the Settings (gear icon) > Accounts > Messaging accounts panel.
- Click the blue +Add button and in the dropdown menu select Create a new Messaging account.
- In the window that appears, complete the flow.
You can share your WhatsApp account (or any of your business assets) with any business-verified partner using Meta Business Suite. Once shared, the partner can use Meta Business Suite to access your account and provide services.
You share each account type separately:
- Sharing a WhatsApp account gives the partner access to the business phone number it contains. You can share a WhatsApp account with up to five Solution Partners.
- Sharing a Messaging account gives the partner access to the templates and billing details it holds. You can share a Messaging account with up to two partners.
Notes
- If you are sharing your account with a Solution Partner (a type of partner who has a credit line), they must share their credit line with you before you will be able to use their app to send messages.
- The partner’s app must have Advanced access for every permission it uses on your accounts:
whatsapp_business_management— to access and manage your shared accounts via the API. Without Advanced access for this permission, API calls return error code200.whatsapp_business_messaging— to send messages from your business phone number and receive incoming message and status webhooks.
See Permissions and App Review for details.
Note: Share both your WhatsApp account and your Messaging account with the partner. Messaging does not work unless the partner has access to both — the WhatsApp account provides the business phone number to send from, and the Messaging account provides the templates and the payment method to bill against. Complete the steps below once for each account.
- Ask the partner for their business portfolio ID. You will need this ID to complete the remaining steps.
- Sign into Meta Business Suite. Use the top-left dropdown menu to select the business portfolio if you have multiple portfolios.
- Navigate to the Settings (gear icon) > Accounts panel, then open the WhatsApp accounts or Messaging accounts panel, depending on which account you are sharing.
- In the list, select the account you want to share, or click its Details link.
- In the details overlay that appears to the right (pictured below), click the Assign partner button.
- In the overlay that appears, enter the partner’s business portfolio ID and use the toggles to define which permissions to grant to the partner, then click the Assign button.
- If your account is shared with the partner successfully, a Partner added message will appear. Click the Done button to dismiss it.
- Back in the details overlay, click the Partners tab.
- In the Partners tab, confirm that the partner’s name appears as a partner with appropriate permissions.
- Inform the partner that you have successfully shared your account with them (and ask them to share their credit line if appropriate; see note above).
Repeat these steps for the second account type.
- Sign into Meta Business Suite. Use the top-left dropdown menu to select the business portfolio if you have multiple portfolios.
- Navigate to the Settings (gear icon) > Users > Partners panel.
- In the list of partners, click the name of the partner, or its Details link.
- In the details overlay that appears to the right (pictured below), click the Assign assets button.
- In the Assign assets and permissions window that appears, click the WhatsApp accounts or Messaging accounts asset type, depending on which account you are sharing.
- Check the checkbox next to the account you want to share, then use the toggles to define which permissions to grant to the partner and click the Assign button.
- If successful, an Assets assigned message will appear. Click the Done button to dismiss the window.
- Confirm that your account appears in the Assets you assigned tab with appropriate permissions.
- Inform the partner that you have successfully shared your account with them (and to share their credit line if appropriate; see note above).
Get account data via API
Use the WhatsApp Business Account API to get data on a Messaging account. Use the
fields parameter to request specific fields, or omit it to get default fields returned by the endpoint.Your existing WABA ID now identifies your Messaging account. The ID value and the
waba_id field name are unchanged, so existing calls continue to work without modification. WhatsApp account IDs become available in a later phase — see Rollout timeline.A business phone number can carry more than one Messaging account. When the access token you are sending with has messaging access to more than one of them, include
messaging_account_id on your Messages API calls to name the Messaging account to bill and attribute the message to. See Managing messaging accounts.Example request
curl 'https://graph.facebook.com/v26.0/102290129340398?fields=name,status,currency,country,business_verification_status' \
-H 'Authorization: Bearer EAAJB...'
Example response
{ "name": "Lucky Shrub", "status": "ACTIVE", "currency": "USD", "country": "US", "business_verification_status": "verified", "id": "102290129340398" }
Access your account with WhatsApp Manager
You can access your account in WhatsApp Manager to see basic information like business phone number status, messaging metrics, and to perform basic tasks like template creation and editing. WhatsApp Manager is organized by Messaging account, and the account selector in the top-right corner lets you switch between them.
To access your account in WhatsApp Manager:
- Sign into Meta Business Suite. Use the top-left dropdown menu to select the business portfolio if you have multiple portfolios.
- Navigate to the Settings (gear icon) > Accounts > Messaging accounts panel.
- In the list, select your Messaging account, or click its Details link.
- In the Summary tab, click the WhatsApp Manager button.
Webhooks
Subscribe to the account_update webhook to be notified of changes to an account’s status, including changes due to policy and terms violations. Webhook subscriptions are held by the Messaging account.
Every time your account has violated a policy, you will get a notification looking like this:
{ "object": "whatsapp_business_account", "entry": [ { "id": "whatsapp-business-account-id", "time": 1604703058, "changes": [ { "field": "account_update", "value": { "phone_number": "16505551111", "event": "ACCOUNT_VIOLATION", "violation_info": { "violation_type": "ALCOHOL" } } } ] } ] }
See our WhatsApp Business Platform Policy Violations document for a list of policy violations. If a restriction has been imposed, an account_update webhook will be triggered, describing the violation.
Messaging on-behalf-of
The On-Behalf-Of Messaging account ownership model is deprecated and is no longer possible. See OBO model deprecation for details.
