Since February 1, 2021 we’ve been testing a new pricing model in Mexico that charges businesses using the WhatsApp Business API per conversation rather than the current per message model. The test is scheduled to end on February 1, 2022, when WhatsApp will roll out a new pricing model globally.
The new pricing model launching in 2022 will be a modified version of the conversation-based pricing model we have been testing in Mexico. See Conversation-Based Pricing for complete information on the new model.
When a business messages a user with a Mexico phone number, the conversation pricing model tested in Mexico will continue to apply until February 1, 2022. In practice, this means that businesses will continue paying per conversation for messaging with users in Mexico as defined in the document you are currently reading —see How It Works below. After February 1, 2022, businesses messaging users with a Mexico phone number should follow the guidelines listed here.
The model in Mexico has a single, per 24 hour conversation rate (independent of whether a user or business initiated the conversation), and the first 1,500 conversations per month are free.
A conversation is a 24-hour session of unlimited messaging between a person and a business. The 24-hour conversation session begins when:
In both cases, conversation charges are issued upon delivery of the business message.
There is no limit on the number of messages a business and a user can exchange in a single 24-hour conversation session. Businesses are still required to use a message template if it has been more than 24 hours since the last user message.
During the remainder of the Mexico test, each WhatsApp Business Account will receive 1,500 free conversations each month. After 1,500 conversations each month, additional conversations will be charged at the rate of $0.014 per conversation.
