How to resolve stale account restriction ("no 2FA") blocking WhatsApp Business API onboarding when 2FA is already enabled?

My Facebook account has been restricted since May 27, 2022 with the reason: "you don't use two-factor authentication." However, two-factor authentication IS enabled and confirmed working in Accounts Center (Password and security > Two-factor authentication shows "Two-factor authentication is on" with both Authentication app and SMS methods configured).

This stale restriction prevents me from managing business assets, which completely blocks WhatsApp Business API onboarding for my app.

What I've tried: 1. Clicking "Secure your account" on the restriction page leads to a broken "Confirmation Required" page with no way to proceed 2. The Developer Bug Report form silently disables the Next button for all WhatsApp Business API categories 3. Meta AI support chatbot was unable to escalate or resolve the issue

The restriction appears to be a stale flag that was never cleared after 2FA was enabled. The "Secure your account" flow is broken and provides no path to resolution.

Can a Meta engineer or community member advise on how to get this outdated restriction cleared so I can proceed with WhatsApp Business API onboarding? Is there a direct support channel for account-level restrictions affecting developer accounts?
