I can't create a test user.

I request permission to Pages_messaging
Facebook comes in to test Webhooks and can receive sent messages. But can not return messages to a Facebook tester. The error message "Unable to send message: Request failed with status code 400" is displayed.

The test user has been dropped, please create a new real account and send it to them
