Why do I see a drop in number of webhook events when switching to v5.0

We are currently upgrading the version of webhooks that we are using. When we move from 2.11 to 3.3, everything looks fine. However, when moving from 3.3 to 5.0, we see a large dip in messages received. The number of messages basically cuts in half. Has anyone else seen this same behavior?

After looking deeper in to this, v5.0 will send events that happen at the same exact time in bulk instead of a single send for each event.
