We are integrating WhatsApp Cloud API for a school application and cannot create message templates in WhatsApp Manager.
Clicking “Create template” immediately shows: “This WhatsApp business account does not have permission to create message template.”
The error occurs BEFORE selecting a category or entering template content.
Verified setup: - Business verified and WABA shown as Approved. - Administrator explicitly assigned with full access. - Developer app published. - All four production setup steps marked complete. - An API message was successfully sent and received. - Only 2 active templates out of the displayed limit of 250.
We also cannot submit a developer bug report: after selecting WhatsApp Business API > Message Templates, “Next” remains disabled. This happens in two browsers.
Direct Support requests received generic Meta AI replies and were closed without a resolution.
Has anyone encountered this combination of issues? Is there a working reporting channel or a specific documented requirement we should check?
We can provide account identifiers privately through an official support channel.

Update: the issue persists after successful use of existing Utility templates. WhatsApp Manager shows 208 delivered messages and 142 reads for our payment reminder template.
Creating ava_codigo_acesso (AUTHENTICATION, pt_PT) through Graph API v26.0 with an OTP COPY_CODE button and no custom button text still returns:
HTTP 400 code: 10 error_subcode: 2388185 message: This WhatsApp business account does not have permission to create message template fbtrace_id: AHt6LqUpTytxne1bA_2nhd_ Timestamp: 12 September 2026, 14:05 UTC
Our business is verified. The dashboard shows a current messaging limit of 250, a next tier of 2,000, and 236 unique customers contacted over the last 7 days. Messaging limit history is empty for the last 30 days.
Meta AI states that authentication requires a 1,000-per-phone-number limit, while 360dialog’s documentation specifies 2,000. Direct Support repeatedly redirects us to this community.
Could a Meta representative confirm the current authentication eligibility requirements and identify the specific unmet condition for our account? We can provide account identifiers and sanitized diagnostics privately through an official support channel.
