WhatsApp Business App Coexistence: supported self-onboarding when the business owns the developer app?
1

We operate one hospitality business and want to connect only our own WhatsApp Business app number to our own backend, retaining both the current number and the mobile app. We do not provide software or onboarding to unrelated businesses.

Our business portfolio is verified and owns our developer app. In the Embedded Signup Builder, we selected WhatsApp Business App Onboarding (whatsapp_business_app_onboarding). The authorization window opens, but our verified portfolio is disabled in the business selector with the exact explanation: "This Meta Business Account owns the app".

Business verification is approved. App Review remains incomplete and has not been submitted. We have not deregistered, migrated or transferred the number or changed asset ownership.

Is there an officially supported self-onboarding configuration for coexistence in this ownership arrangement? Alternatively, must onboarding use an app owned by a separate provider? Does completing App Review / Access Verification affect this specific ownership restriction, or are those separate requirements?

Please provide official documentation or a confirmed implementation that preserves the WhatsApp Business mobile app. Standard Cloud API registration that disables the mobile app does not meet our requirement.

Our Direct Support case was closed with a referral to this community, without resolving the ownership question.
