WhatsApp Quickstart "Onboarding Failure" rate limit persists for 5+ days

I keep getting "Onboarding Failure - we limit the frequency" error when clicking Continue on WhatsApp Quickstart. This has persisted for 5+ days. I have: verified Business Portfolio (GREKOS y Paradero), 2 identity verifications for GREKOS S.A.C., 2FA activated, and App ID 9878090070490. I have not done any malicious activity. Please help reset this block.
