WABA disabled immediately after phone registration, zero messages ever sent, business already Meta-verified — two support tickets closed with no details

Hello,

I'm hoping someone from Meta or the community can help, since two support channels have been unable to give us any specifics.

Situation: Our WhatsApp Business Account "Cicero - Congensy" (WABA ID 2249344355907439, Business Portfolio 1676074097000926, phone +55 16 99420-7438) was disabled on Sep 7, 2026, citing a violation of the WhatsApp Business Acceptable Use Policy — immediately after a phone number registration attempt, which itself failed with an error and never completed (number status remained "Not Registered"). No message was ever sent or received through this account, before or after.

Our Business Portfolio had already completed Meta Business Verification on Aug 31, 2026, prior to this event, and the phone number had previously been used on the WhatsApp Business consumer app, deleted a few days earlier specifically to migrate to the Cloud API.

We requested a review via Business Manager's "Request Review" and later opened a Direct Support ticket (Dev: Phone Number & Registration). Both were closed with the same boilerplate: "your account was disabled because it does not comply with WhatsApp's Business Terms... for security reasons, we are unable to provide additional details."

To rule out a number-specific issue, we also tested registration on Meta's own free sandbox test number tied to the same app/business — it failed with the identical policy-compliance error, confirming the block is at the Business Portfolio level, not the phone number.

What we're asking: Is there any additional information we can provide, or a further escalation path, to get a human engineer to actually look at the account-level signals that triggered this? We believe this is an automated false positive (new-looking registration + app-to-Cloud API migration pattern), not an actual policy violation — the account never sent a single message.

Happy to provide any further detail. Thank you for reading this far.
