Hi,
I am building a WhatsApp Business SaaS platform (Connecte) and pursuing the Meta Tech Provider route. My App Review is currently in progress.
Problem: Every time I add my MasterCard (ending 5414) to my WABA, Meta charges ₹3 as verification and immediately refunds it. The card never gets saved against the WABA. This has happened 6+ times across Apr 8-9, 2026.

What I have tried: 1. Adding via Billing & Payments → Accounts → Connecte → Add payment method 2. Adding via Billing & Payments → Payment methods → WhatsApp Business accounts tab → directly under WABA 3. Adding via WhatsApp Manager → Overview → Add payment method
In all cases: ₹3 charged → refunded scheduled → card not saved.
The card IS successfully saved at the Business Portfolio level but fails to link to the WABA specifically.
WhatsApp Manager shows: "Missing valid payment method" alert.
Note: I am not using a Solution Provider. I am building directly on the Cloud API as a Tech Provider. I do not want to be redirected to a Solution Provider.
Is this a known platform bug for India-based WABAs? Is there a known workaround or does this resolve after App Review approval?
Any help from Meta engineers appreciated.
Additional context: My application is currently running locally and not yet publicly deployed. I have a live marketing website at https://connecte.in describing the service. I will be submitting a screen recording demonstrating the full flow (Embedded Signup, template message sending, webhook delivery status).
For App Review — does the application need to be publicly deployed to pass, or is a screen recording sufficient for whatsapp_business_messaging permission approval? Any guidance from people who have gone through Tech Provider App Review recently would be helpful.
