This WhatsApp Business account does not have permission to create message template

I have create a system user as admin and provided full control to it . and also given accesss to business_management whatsapp_business_management whatsapp_business_messaging whatsapp_business_manage_events

even though it's showing like This WhatsApp Business account does not have permission to create message template

and i also tried to create the template using the meta api... the response was

"message": "Application does not have permission for this action", "type": "OAuthException", "code": 10, "error_subcode": 2388185, "is_transient": false, "error_user_title": "Cannot create message template", "error_user_msg": "This WhatsApp Business account does not have permission to create message template",

I am facing the exact same issue, earlier I was able to create template for OTP purpose using the standard authentication template provided by meta and that was working fine, but all of a sudden it got rejected and since then when I try to create a new authentication template I get the exact same error - "This WhatsApp Business account does not have permission to create message template". Although I am able to create utility templates. Not sure what changed all of a sudden and I am also stuck :(

I’m experiencing the same issue with authentication templates. I was also able to create utility and marketing templates normally. Is there a solution to this problem?

WhatsApp Business account does not have permission to create message templates Hello,

I am trying to create WhatsApp message templates in WhatsApp Manager for OTP/authentication use.

Official error shown: “This WhatsApp Business account does not have permission to create message template.”

My setup: - WABA name: Lukuauthentification - WABA ID: 961112260195219 - Phone number: +223 93 06 98 08 - Phone Number ID: 999102536629106

My Meta app already has: - whatsapp_business_management - whatsapp_business_messaging

In WhatsApp Manager, the phone number exists and is attached to the WABA, but the status appears as pending. I also cannot create authentication templates for OTP.

Could someone please confirm: 1. whether the pending phone/account status is blocking template creation, 2. whether this WABA has a permission restriction, 3. and what exact step is required to enable template creation?
