We are trying to register this phone number in WhatsApp Cloud API:

Phone number: +56 2 2617 5130 Current Phone Number ID: 1102951009560642 Business ID: 162995677606198 WABA ID: 524484260741719

The register call fails with:

code: 100 error_subcode: 2388001 error_user_title: "Cannot create certificate" error_user_msg: "Make sure two-step verification is disabled"

Current status of the phone number:

The phone number is verified The display name is approved Two-step verification appears disabled in WhatsApp Manager

What we already did:

Confirmed two-step verification is disabled in WhatsApp Manager Deleted and recreated the phone number A new Phone Number ID was generated The number had previously been migrated from another app/environment The issue persists with the new Phone Number ID

This looks like a backend residual lock related to migration or hidden two-step verification state, because:

the phone number is verified, the display name is approved, two-step verification appears disabled in the UI, but the register endpoint still fails with error 2388001.

Has anyone from Meta seen this exact issue and is backend cleanup required for this phone number?
