I'm unable to complete WhatsApp Business API registration because I cannot set the two-step verification PIN for ANY phone number in my Business Manager (Business ID: 1552318012989458).
I tested with TWO different phone numbers: 1. +1 808-997-1384 (previously used in regular WhatsApp Business app, migrated and disconnected before registration) 2. +1 442-478-2663 (brand new number, never used in WhatsApp before)
BOTH numbers give the exact same error when trying to set/change the PIN: "The PIN could not be changed for [number]."
It seems impossible for a brand-new number (never had a PIN before) to fail with "could not be CHANGED" - this suggests a bug affecting the entire Business Account, not a specific phone number.
Business verification for my company is already approved. I've opened three support tickets, all auto-closed by a bot without resolving the issue.
Would appreciate any insight from Meta developers - has anyone else seen this "PIN could not be changed" error block registration entirely?

Update: I found another user (Gabi) with the exact same error pattern ("PIN could not be changed" + "Unknown error") in a separate unresolved thread. This confirms it's a platform-wide bug, not account-specific.
New evidence from my side: I confirmed via Graph API that the number status is "PENDING" with code_verification_status "VERIFIED" - meaning ownership is confirmed but registration never completes. I also found the number is linked to TWO WABAs simultaneously (863228236871063 - correct/active, and 1392583439646195 - duplicate). Meta's own automated support assistant confirmed this dual-WABA conflict is likely the root cause and requires manual backend cleanup by engineering.
Requesting escalation to engineering team - this appears to be a recurring, unresolved bug affecting multiple developers.
Also having this same exact issue.
