Publishing any WhatsApp Flow fails with error 139000 "Blocked by Integrity" (subcode 4233020). All other Flow operations work normally.

Graph API behavior: - create Flow → success:true - rename Flow → success:true - delete Flow → success:true - publish Flow → ERROR 139000, always

Conclusive test: I created a Flow through the WhatsApp Manager using Meta's own official "Hello World" template, unmodified. Flow JSON v7.3, zero validation errors. Publishing returns 139000. This rules out Flow content as the cause. It also fails on an empty Flow created via API with no JSON at all.

UI issue: clicking "Publish" in WhatsApp Manager opens an empty "Before publishing this Flow:" popover, with no message and no confirm button. No network request is sent. Reproduced in incognito.

Has anyone seen this? What integrity trigger blocks Flow publishing when all account health checks pass?
